Job Description
Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Directorate of Emergency Services, White Sands Missile Range, New Mexico.
Duties
Serve as a Lead Public Safety Telecommunicator responsible for leading four Public Safety Telecommunicators dispatching Fire, Emergency Medical Service (EMS), and Law Enforcement (LE) responders.
Monitor alarms and activating Mass Notification Systems in an Army Garrison Public Safety Answering Points 911 Centers.
Instruct shift employees in specific duties, adjusting work assignments based on priority.
Perform crisis intervention with distraught emergency callers during high-risk situations until appropriate emergency field units arrive on scene.
Dispatch police, fire, and emergency medical service personnel.
Exercise quick decision-making when dealing with public safety emergencies under stressful conditions.
Serve as Terminal Agency Coordinator (TAC) or Local Agency Security Officer (LASO) for the agency’s National Crime Information Center and Criminal Justice Information Services (NCIC/CJIS) terminals
Ensures all policies and regulations are followed and ensures safety in operations and training.
Provide in-service training and assistance to employees as needed.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
Position requires working an alternate work schedule, which requires an uncommon tour of duty, including nights, weekends, and holidays.
Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time.

This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
This position requires a New Mexico State Division of Criminal Information Full Operator Certification within 6 months of employment
This position requires Telecommunicator I and II certification within 12 months of placement within the position.
This position requires the incumbent to wear prescribed uniform and/or other personal protective equipment while on duty.
Within 16 weeks from the date of employment, employee will be required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, CAD, Land Mobile Radio (LMR), and station alerting software and equipment.
Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems
This position must complete the National Incident Management System (NIMS) IS 100,300, 700, 800, and 907 courses.
The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally and pass in accordance with predetermined course requirements
Incumbent must meet established hearing and vision tests
This position has a Temporary Duty (TDY) or business travel requirement of 25 % of the time.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Operate dispatching, communications and automation systems, 2) Process incoming emergency and non-emergency call requests for fire, medical and police assistance, 3) Coordinate emergency services with law enforcement and emergency response agencies, 4) Serve as a mentor by providing and explaining guidance on emergency service dispatching policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-07.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Credit for Prior Non-Federal Work Experience and Certain Military Service for Determining Annual Leave Accrual Rate may be authorized.
