Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Watervliet Arsenal is an Army-owned and operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Learn more about this agency Duties Leads and facilitates formal or ad-hoc teams in the formulation, development, and implementation of processes that evaluate, correct, and improve training, consulting and administrative operations under the direction of the CPI Program Manager. Train and mentor/coach Team Leaders, Team Members, Project Sponsors, Process Owners and any other applicable members of the WVA workforce in the effective use of Continuous Improvement (CI) tools, techniques and methods as well as the benefits of CI. Develop and update training modules for applicable Continuous improvement subject matter. Briefs senior managers on the success and implementation of the CPI program. Works as a project team leader in performing functions, to include: determination of resource requirements; functional integration; work process flow; and advanced technological requirements. Prepares complete technical reports, formal progress reports, and special technical/administrative correspondence. Develops information papers, briefings, and presentations and assists with implementation meetings, including contacting key personnel, note taking, and preparation of minutes. Assist in the budget process for the Continuous Improvement Office pertaining to materials, equipment and personnel planning. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09: Specialized Experience: One year of specialized experience which includes: 1) Utilizing computer systems to enter, correct, and/or retrieve information used to assist in preparing forms and/or reports; 2) Using resources in a more efficient manner to increase efficiency and/or reduce downtime or waste. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, industrial engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes: 1) Assisting management in planning and/or coordinating projects to improve quality, efficiency, productivity and/or effectiveness of the organization; 2) Analyzing, reporting, and/or providing recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process controls. 3) Providing guidance, training, and/or assistance for customers, team, and or management on quantitative and qualitative techniques, quality process improvement, cost benefit analysis, and project management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, industrial engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
