Summary About the Position: The position is located within Madigan Army Medical Center, Department of Mental Health. The primary work location is at the Child & Family Mental Health Services (CAFMHS) clinic. This is a Direct Hire Solicitation. Advance in Hire may be authorized. This is available for those candidates who are new to Federal service. Learn more about this agency Duties Screen and interview children, adolescents, and family members, and utilizes psychometric instruments in the assessment of psychological disorders typically affecting children and adolescents. Perform biopsychological tests for the purpose of assessing patient’s cognitive, mental, educational, and emotional functioning. Provide advice for case staffing, using expert knowledge of general and specific concepts, principles, procedures, and practices relating to the psychological counseling of children, adolescents, and family members. Perform a wide variety of quality management/quality assurance (QM/QA) duties to meet HIPPA and Joint Commission on Accreditation of Healthcare Organizations (JC) requirements. Provide expert professional consultation to primary care providers and other professional staff regarding the psychological functioning of children, adolescents, and families. Develop, implement, and evaluate professional development activities, using expert knowledge of general and specific concepts, principles, procedures, and practices relating to clinical child adolescent psychology. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Position is filled as a Term Appointment Not To Exceed (NTE) 5 Years. Position cannot be made permanent. Term employment is subject to a one year trial period. This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. This position may be designated "Mission Essential." In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations. This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination or must provide a recognized exemption. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series (Tuberculosis, Hepatitis, etc.) Employee must obtain and maintain a favorable result from a Criminal History Background Check (CHBC). This position requires at least one contact per week or at least four (4) contacts per month with children under the age of 18. Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges. This position requires Basic Life Support training certification from the American Heart Association or Military Training Network within 30 days of employment. Must possess and maintain a valid US State issued driver’s license to carry out position related duties. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for a Clinical Psychologist: Degree: Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: conducting psycho-diagnostic assessments to pediatric or adolescent population; providing crisis intervention to an individual or group setting; and assisting with developing treatment plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Special Placement Factor: Licensure: This position requires a current, active, valid, unrestricted clinical license to practice Psychology independently, offered by a U.S. State, District of Columbia, commonwealth, territory or jurisdiction. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Position cannot be made permanent. Current permanent Federal employees applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
