Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for an HR Specialist (Military) -Title 5, Position Description Number T59004P1 and is part of the WI 115 FSS, Wisconsin Air National Guard.

Duties
Serves as advisor to commanders on assigned unit human resources (HR) programs.
Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members.
Plans, directs, and controls all aspects of the Customer Service Program.
Plans, directs, and controls all aspects of the Relocation program for all members.
Responsible for the development of internal policies and procedures governing administration of Personnel Employment programs to include inbound assignment for officer and airmen personnel; certification of military qualifications and assignment eligibility for AGRs, traditional drill status guardsmen applicants; and in-processing of personnel.
Determines human resources requirements in support of mobilization.

CONDITIONS OF EMPLOYMENT & NOTES:
Must be able to obtain and maintain the appropriate security clearance of the position.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.
May be subject to furlough actions.
Acceptance of a Federal position may terminate Tricare Tricare eligibility.
Males born after 31 December 1959 must be registered for Selective Service.
Qualifications
GENERAL EXPERIENCE: Demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description, for example: DEERS and RAPIDS. Candidate can write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. Preferred applicants have experience with Microsoft Teams, Word, Excel and/or the entire Office 365 suite. Candidate must be able to work autonomously and have experience with program management. Candidate must have attention to details, organizational skills and excellent judgement. Must have experience with proper phone etiquette and the ability to online schedule. Candidate must be able to understand military retirements and veterans' benefits.
Education

Veterans' Preference: A copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of Purple Heart, if applicable) and a SF 15 (Application for 10-point veteran preference).
Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be:
1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.
2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.
3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.
NOTE: Active Duty military members will be required to submit a DD-214 prior to appointment. All other required documents must be uploaded while the announcement is open. Late submissions will not be accepted.
If claiming 10 point preference, you will need to submit a Standard Form, SF-15, "Application for 10-point Veterans' Preference."
