Summary
This position is located with Bonneville Power Administration, in the Safety East (NFE) or the Safety West (NFW) organizations in the Safety Office (NF), Chief Administrative Office (N).
A successful candidate in the Safety and Occupational Health Manager position will serve as a senior Safety Manager providing technical assistance to managers and project management teams engaged in construction and field safety activities across a widely dispersed, large geographic area.

Duties
As a Safety and Occupational Health Manager, you will:
Write and submit inspection reports associated with Quality Assurance assessments of construction and field safety activities.
Plan, schedule, and conduct inspections at construction and field worksites where there is a strong probability of encountering hazardous work processes and materials and unsafe environmental conditions, involving substantial numbers of employees.
Recommend and implement new techniques and methods to resolve critical problems resulting from unique, changing work processes, numerous hazardous human-machine relationships, and multiple work functions consistent with a geographically disbursed electrical utility operation.
Analyze accident and illness data, applicable legislation, and job hazards to design appropriate education activities. Work with the training specialist to provide appropriate courses and seminars.
Provide agency-wide strategy and oversite of technical safety requirements for a programmatic activity, addressing risk that could result in death, and/or high catastrophic error rates at a national level.
Analyze mishap statistics and investigative reports to compare incident rates among command units.
Must achieve and maintain their permitted access to BPA energized facilities and possess at least a Substation Entry Permit.

Conditions of Employment:
This position requires a valid driver's license as a condition of employment.
The employee must achieve and maintain their permitted access to BPA energized facilities and possess at least a Restricted Electrical Worker Permit.
Work requires overnight travel. May require up to 30% travel per year throughout Oregon, Washington, Idaho, and Montana.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience for this position is defined as: 1) conducting comprehensive safety inspections and assessments in high-hazard work environments (such as electrical utility, heavy construction, or industrial manufacturing) to identify and evaluate occupational risks; 2) developing and implementing safety programs, policies, or control measures by analyzing mishap data, identifying hazard trends, and devising methods to eliminate or mitigate risks; and 3) advising management, employees, and other stakeholders on safety issues, technical standards, and recommending corrective actions to ensure a safe working environment.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
