Summary
This position serves as an Advanced MSA providing clinical level assistance to all Veterans in VISN 12 to ensure a smooth process for the management of outpatient appointments as well as support work in connection with the care and treatment given to Veterans. This includes 24/7 care to eight VA Hospitals and 42 Community Based Outpatient Clinics.

The Advanced MSA performs a variety of support duties that facilitate the work of an interdisciplinary coordinated care delivery model
Duties include but are not limited to:
Schedule and maintain scheduling grids for V12 CCC VCV and Tele EC clinics as well as scheduling PACT clinic appointments on the patient's behalf
Screen/Receive phone calls in a courteous and timely manner, determine the nature of requests and provide the information desired using privacy rules and established clinic processes
Participate in the daily HRO Safety team huddles, monthly department huddles and staff meetings where patient care planning and management occur
Document patient needs and ensure these are communicated to the PACT and Providers through the VHA approved computerized triage systems and Electronic Health Records
Screen patient medical and mental health concerns through VISN 12 CCC Triage Standard Operating Procedures
Coordinate administrative services for veterans, family members, caregivers, and general public, administrative and clinical staff to ensure continuity of inpatient and outpatient care
Interpret and apply a complex body of pertinent laws, regulations, directives, and policies that relate to the administration of VA Healthcare Benefits
Work Schedule: Evening and night shift rotator with a weekend and holiday rotation requirement
Telework: This is a 100% Remote position - Applicants MUST reside within 50 miles of the William S. Middleton Veterans Hospital located at 2500 Overlook Terrace, Madison, WI 53705

Qualifications
Basic Requirements:
US Citizenship is required. Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens according to 38 U.S.C. § 7407(a).
ENGLISH: Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).
EXPERIENCE: No experience required.
EDUCATION: High school diploma, General Education Development equivalency certificate, or proficiency certificate from a State or territorial-level Board or Department of Education.
*NOTE: If using post-high school education to substitute for experience at the GS-04 or GS-05, you must submit a copy of your unofficial or official college transcript with your application.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE, YOU MUST MEET THE GRADE REQUIREMENTS AT THE GS-6 LEVEL TO QUALIFY FOR THIS POSITION.
GS-06 - Work involves specialized administrative judgment and the flexible use of a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or care in the community resources.
Experience: One year of experience equivalent to the GS-5 grade level. At this grade level, experience consists of: scheduling, canceling, re-scheduling patient appointments and/or consults; entering no-show information; monitoring appointment requests from multiple electronic sources; participating in huddles with other MSAs and/or clinic staff to determine the daily needs of the clinic; monitoring both inpatient and outpatient appointments; verifying and updating demographics and insurance information when patients check-in for appointments.
AND
Demonstrated Knowledge, Skills and Abilities:
Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met.
Ability to independently set priorities and organize [work to meet deadlines, ensuring compliance with established processes, policies, and regulations.
Ability to communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns.
Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care.
Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc.
Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.
Preferred Experience: Ideal candidates will have history of proven successful remote work in addition to GS requirements.

Physical Requirements: Position requires visual acuity, adequate auditory perception, clear distinctive speech, and manual dexterity. Position requires potentially extended periods of sitting. The position requires some bending and carrying of items. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations and able to shift priorities based on patient needs. Must meet Employee Health mandates as a condition of employment.
