The primary purpose of this position is to serve as an Air Transportation, Training Lead and Functional Area Manager for the Functional Management and Readiness Support Silver Branch, providing technical expert support for the Air Force Installation and Mission Support Center.

Duties
1. Serves as Air Transportation single point of contact for any training allocations and/or any training related issues.
2. Serves as Lead Functional Area Manager (FAM) for Air Transportation.
3. Manages and perform operations planning, scheduling, readiness and execution activities in support of AFFORGEN.
4. Serves as planner, coordinator, and advisor for AFIMSC regarding Joint and Air Force contingency and crisis action planning and readiness activities/processes.
5. Serves as a subject matter expert on the Defense Readiness Reporting System (DRRS) program.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes ability to analyze and resolve complex operational and readiness issues, managing and performing operations planning, scheduling, training and execution in support of the organization; utilizing war planning systems to manage and verify deployment taskings; serving as an advisor for contingency and crisis action planning; managing readiness reporting; and acting as a Functional Area Manager (FAM) to posture forces and manage Unit Type Codes (UTCs) for worldwide operational support. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of all aspects of Air Transportation career field mission, functions, training requirements, organizational structures, wartime requirements concepts, methodology, operations and management to perform the technical and administrative duties of the position. Applicants must have at least 10 years of documented experience within the Air Transportation community and/or comparable civilian logistical experience with specialized focus on air movement operations.
Knowledge of Air Transportation training programs, force development models, formal training courses allocations, contingency war planning operations, readiness and deployment processes to include Air Force Presentation and/or all phases of Air Force Generation (AFFORGEN) operations planning and execution specifically related to Air Transportation.
Knowledge of analytical and evaluative methods and techniques to resolve issues or perform Air Transportation studies concerning the effectiveness and efficiency of command readiness operations and training life cycles.
Knowledge of AF war planning systems and their relationship to the Global Command and Control System (GCCS) and Joint Operation Planning and Execution System (JOPES) as well as skills in the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) planning system and AEF Online applications.
Knowledge of the Air Transportation career field policies, procedures, roles, and interrelationships of Air Transportation Functional Area Manager (FAM) functions at AFIMSC and Career Functional Managers and Representatives at Air Staff, USSF and MAJCOM levels.
Skills in written and oral communication, preparing briefings and/or presentations for senior level staff and higher headquarters, conducting evaluations, developing scenarios, providing feedback to evaluate functions, planning and executing complex projects as well as ability to recognize/analyze problems, conduct research, summarize results and make appropriate recommendations for the Air Transportation functional area.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
