Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Enterprise Data and Analytics, Survey Management & Analytics Group (SMAG). As a Statistician (Survey), GS-1530-13, you will apply advanced survey methodology and statistical principles to evaluate survey design features, assess data quality, produce analytic products and provide technical guidance to internal and external stakeholders. Learn more about this agency Duties Evaluate and improve survey design and content, including contributing to questionnaire development, assessing sampling and estimation approaches, and recommending changes to enhance data quality and analytic usefulness. Review and assess complex survey data and processing procedures, including editing, imputation, and longitudinal consistency checks, to identify data quality issues and recommend improvements. Develop and apply statistical methods to produce and validate estimates from complex, large-scale household survey data, ensuring results are accurate, reliable, and appropriate for analysis and reporting. Prepare analytic products, technical documentation, and presentations, and communicate survey methods and findings to technical and non-technical audiences while providing consultation and collaborating with contractors, and other stakeholders. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Designing, evaluating, or improving methodologies for complex probability-based federal or nationally representative household surveys, including questionnaire design, sample design, weighting, variance estimation, and nonresponse adjustment, to produce representative population estimates. 2) Processing and analyzing data from complex survey instruments used in federal or nationally representative surveys, including those with skip patterns or longitudinal components, and developing data quality procedures to address bias and error. 3) Producing, validating, or interpreting estimates from federal or nationally representative survey data, including applying appropriate survey weights and design variables, and assessing statistical reliability, precision, and comparability of results. 4) Experience applying health-related survey measurement (e.g., health insurance, disability, or health status) and communicating methodological approaches to technical and non-technical audiences. Certification Required: The incumbent may be required to obtain and maintain appropriate Contracting Officer's Representative (COR) certification within 12 months of appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
