Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services, Data and Systems Group. As a Health Insurance Specialist, GS-0107-14, you will provide healthcare policy and program expertise for IT projects in Medicaid, CHIP, and more specifically as it relates to the implementation of the Working Families Tax Cut legislation Community Engagement requirements. Learn more about this agency Duties May serve as an ad hoc team/project leader or member involved in various activities to improve the efficiency and effectiveness of the group. Supporting the development of regulations, inform policy statements with IT impacts, and other program guidance. Analyzing and evaluating the impact of Medicaid and CHIP policy for IT system and product delivery. Developing and delivering reports, summary documents, technical assistance documents, procedures and such for various audience from staff to leadership level. Providing senior level healthcare policy and program guidance to support the planning, design, development, implementation, and operations of healthcare IT projects supporting Medicaid and CHIP data products and services. Contributing to analytical studies and special projects by gathering, organizing, and interpreting policy, program, and/or operational issues related to healthcare policy, DSG products and services. In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Providing Medicaid, Working Families Tax Cut (WFTC) legislation, healthcare policy and program guidance in support of the planning, design, development, implementation, and operations of health care IT projects; 2. Developing technical documents including policy, procedures, and operational guidance, data collection, and analysis documentation for states, internal stakeholders, and senior level leaders; AND 3. Conducting Medicaid healthcare analysis and special studies of program issues and related topics pertaining to IT data products, services and systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
