The primary purpose of this position is to a first level supervisor, providing planning, directing, organizing, and exercising control over
nonsupervisory employees assigned to the Resources Section, Resources and Requirements Branch, Resources &
Requirements Division, Financial Management & Comptroller Directorate.

Duties
Plans, organizes, and directs the activities of Services Installation Support Resources Section, ensuring that APF and AF Financial Management, MOA oversight, Logistics and Capital improvements program comply with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
Represents the Resources section of the Resources & Requirements Division with a variety of installation and functional area organization. Establishes, develops, and maintains effective working relationships with MAJCOM, Installation Wing and FSS leadership and other management official throughout the Air Force and civilian business communities.
Ensures that all Air Force Installations and MAJCOM Als are provided guidance and support with regards to APF and AF Financial Management, MOA oversight, Logistics and Capital Improvements program

The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience to include but is not limited to: Experience determining whether funds are being used to support mission and objectives in accordance with accounting, banking and financial management theories practices methods and techniques. Experience with payment and collection practices employed by the Federal Reserve and commercial banking systems to include understanding of electronic tools available for managing and analyzing funds, bank products and services using a treasury management system. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of accounting, banking, budgeting, and financial management theories, practices, methods, and techniques, as well as administrative policies and procedures. Knowledge of organizational practices, policies, functions, and programs to accomplish a variety of assignments.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization
Ability to communicate effectively, both orally and in writing.
Comprehensive knowledge of payment and collection practices employed by the Federal Reserve and commercial banking systems; the National Automated Clearing House Association (NACHA) presentments and Bank Administrative Institute (BAI) rules and formats for electronic commerce transaction sets; to include understanding of electronic tools available for managing funds, analyzing funds, bank products, and services using a treasury management system.
Knowledge and experience in foreign currency management.
Knowledge of and ability to apply generally accepted accounting principles (GAAP), Appropriated Funds (APF) and Non-Appropriated Funds (NAFs) accounting policies, procedures, and systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
