Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Positions of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Point of contact for all specimens received by the Laboratory.
Provide general guidance consisting of policy and objectives.
Responsible for preparing memoranda, correspondence, recurring reports, and other laboratory documentation that is generally free of format, spelling, and grammatical errors.
Perform technical and administrative support functions as necessary.
Receive, inventory and process specimens.

This position requires the completion of a pre-employment physical examination.
This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
This position has been designated Mission Essential.

Qualifications
Who May Apply: US Citizens
In order to qualify, you must meet the education or/and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document.
GS-05:
Specialized Experience: One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes: communicating with customers and personnel, assisting the supervisor with inventory management and utilizing automation software and hardware to complete tasks.
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. (Note: You must attach a copy of your transcripts.)
GS-06:
Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: receiving urine specimens; updating an electronic tracking database showing the storage of specimens; and assisting with the preparation of laboratory documentation for use in legal proceedings.
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Chemistry, or Forensic Science. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Salary includes applicable locality pay or Local Market Supplement.
Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
CERTIFICATION: Individual certification is on the job training that formally documents specific training and individual proficiency in the accurate and reliable execution of each task or area certified, and is an annual requirement. As such, certification is also a statement of confidence in the product of the employee to successfully withstand legal and administrative review. Certification will be based on demonstrated proficiency/competency in the task and understanding of task-related scientific and forensic bases. Certification must be obtained within 1 year.
