Summary About the Position: This position is located within Tripler Army Medical Center (TAMC) in the Directorate of Quality Services Dept Honolulu, Hawaii. This is a Direct Hire Solicitation Learn more about this agency Duties Direct enterprise clinical quality, patient safety, accreditation, risk management, and performance improvement programs to ensure regulatory compliance, organizational readiness, and improved patient care outcomes. Supervise Quality Services personnel by assigning work, setting priorities, evaluating performance, approving leave, addressing employee issues, and ensuring workforce development, productivity, and mission execution. Provide direct clinical nursing care to maintain competency, assess patient outcomes, identify care improvement opportunities, and integrate frontline clinical insights into quality and patient safety initiatives. Lead hospital-wide performance improvement initiatives for high-risk, high-volume clinical processes; analyze trends, implement corrective actions, and sustain compliance with DHA and accreditation standards. Develop, revise, and implement organizational clinical quality policies, procedures, and annual plans; interpret regulatory requirements and ensure alignment with DHA, Joint Commission, and command priorities. Advise senior leadership on patient safety risks, quality performance trends, accreditation readiness, and system vulnerabilities; provide strategic recommendations to improve care delivery and organizational performance. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Appointment to this position is subject to a background investigation to determine your suitability for Federal employment. This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health ability or fitness to perform the duties of the position. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position has been designated "Mission Essential" This position has a requirement to lift up to 30 lbs. in the regular performance of duties. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross. Current Advanced Life Support or other advanced certification does not supersede BLS completion This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series. This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. Basic Requirements Education A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. Licensure For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Basic Requirements for the GS-12 (or equivalent) Grade Level In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level. Professional Nursing Experience: One or more full years of professional nursing experience which includes clinical nursing care: evaluating effectiveness of clinical quality initiatives: advising command on clinical and nursing-sensitive indicators: oversee the development and update of clinical quality annual plans to incorporate organization goal: and develops implementation plans. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) OR Defense Health Agency Nurse Experience Exemption: You are exempt from the one year specialized experience requirement if you were previously employed as a Nurse or Practical Nurse in the Department of War for at least one year, or are currently employed as a Nurse or Practical Nurse in the Department of War, AND after commencing work as a nurse or practical nurse in the Department of War obtained a bachelor's degree or graduate degree from an accredited professional nursing educational program. (Note: You must attach a copy of your transcripts.) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
