Job Description
Summary
This position is located at the Phoenix Indian Medical Center as an Optometrist working with the Joslin Vision Network (JVN) Teleophthalmology Program and the Eye Clinic. The incumbent will provide direct and comprehensive primary, preventive, and therapeutic medical optometric care to individuals across the spectrum of age and development within a high-risk population. The position reports to the Director, IHS/JVN Teleophthalmology Program, and the Chief of the Optometry Department.

Duties
This is a competitive vacancy announcement advertised under Delegated Examining Authority. Selections made under this vacancy announcement will be processed as new appointments to the civil service. Current civil service employees would therefore be given new appointments to the civil service; however, benefits, time served, and all other Federal entitlements would remain the same.
Diagnose and treat a wide range of eye disease to include but not limited to glaucoma as well as diagnose and facilitate the management of related systemic condition such as diabetes, high blood pressure, thyroid, sexually transmitted diseases, and rheumatologic conditions
Interpretation of telemedicine images of the retina and images of the external and ocular adnexa
Teleconsultation to provide diagnostic results and recommendations
Participation in telemedicine research studies as part of a national team
Advising members of the medical staff concerning ocular conditions and the interpretation of vision
Receiving referrals from other health care professionals for specialty consultation and continued management of ocular disease
Diagnosis of visual and ocular problems through external and internal physical examination of the eye and adnexa examination of the eye and adnexa;
Gaining proficiency in the use of new biomedical devices and equipment in optometry and ophthalmology to ensure that services provided are consistent with the standard of care accepted by medical community at large
Treatment of visual disorders through prescription of corrective lenses (to include contact lenses) and vision training and pharmacological means; Treatment of unusual and /or complex visual and ocular disorders through the application of advanced optometric techniques;
Administrative Duties
Maintains clinical competence through self-study, review of professional journals, attending continuing education and through personal contacts with the medical community.
Keeps timely and appropriate medical records in compliance with professional, Service Unit, Phoenix Area and other applicable guidelines
Develops and implements new research projects pertinent to Service Unit population, securing necessary clearances from the Institutional Review Board.
Community Duties
Provides community-based screening programs including Head Start and Kindergarten school screenings and screenings fir diabetic retinopathy
Provides specialty services and clinics per program directives and need, including, but not limited to the following: low vision, contact lenses, geriatric and special needs patients.
Requirements:
IHS Selectees whose duties and responsibilities require them to work permanently, temporarily, or occasionally in an IHS healthcare facility must comply with the IHS Employee Immunization Policy related to vaccine-preventable diseases, consistent with recommendations for healthcare workers. Vaccine exemption requests may be available, as outlined in the IHS Employee Immunization Policy and facility guidance.
The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
Physical Demands: The work involves walking, sitting, standing, reaching and bending in the assessment and treatment of patients.

Background Investigation Requirement:
This position requires the successful completion of a federal background investigation as a condition of employment.
A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.
Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Education
Applicants must have a Doctor of Optometry degree from an educational program that is accredited by the Accreditation Council on Optometric Education (ACOE) at the time the degree was obtained.
Licensure
Applicants must have received a passing score on the National Board of Examiners in Optometry (NBEO) examinations and possess a current, full, and unrestricted license to practice optometry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in hospital-based optometry includes the diagnosis and management of ammetropias, ocular infections, ocular inflammatory and autoimmune conditions, dry eye conditions, glaucoma, macular degeneration, diabetic eye disease, ocular trauma and binocular dysfunctions; and operating optometric diagnostic and treatment instruments and equipment.

Completed one year of a residency program in an institution accredited for such training.
