Summary Commissary Contractor Monitor work position is to conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary. Specific assignments vary by individual store and store management requirements. Read the entire announcement before starting the application process. Duties Major Duties: Conducts quality assurance inspections and contractor surveillance. Provides comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives. Approves or rejects contractor's work schedule and checks work for quality and timeliness. Maintains the store's space allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable. Advises commissary or contracted order writers. Acts as the commissary manager's representative during the night time hours to ensure government property is secure. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Experience: One (1) year of progressively responsible clerical, office, or other work that indicates the ability to acquire the knowledge and skills needed to perform the duties of this position (general experience). You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Experience: One (1) year of demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices (specialized experience) equivalent to at least the GS-5 grade level. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include: Monitors contractor performance to identify problem areas. Maintains a monthly inspection schedule and surveillance activity checklist to monitor contractor performance. Monitors store contractor performance to include store stocking, custodial, receiving, storage and handling other service contracts Performs shelf-stocking and inventory. Ensures safety, sanitation, security and housekeeping rules are followed. Performs in various departments to include meat, produce, grocery, etc. Operates electronic checkout system. Advises vendor salesperson of adjustments in daily or weekly orders. Receives, screens, reviews and/or verifies order documents for accuracy. OR Education: One (1) full year of graduate level education with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position; or superior academic achievement. OR Combination of experience and education. To calculate the combination, divide your total months of experience by 12, then divide your graduate level semester hours by the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education. You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of experience conducting job analysis, posting vacancies in an automated system, advising management on a variety of recruitment authorities and techniques, evaluating applicants for eligibility and qualifications, creating and issuing referral certificates, making job offers and onboarding personnel, and preparing and auditing personnel actions for accuracy and regulatory compliance (specialized experience) equivalent to at least GS-11. You must meet the Office of Personnel Management (OPM) basic requirement and qualifications for series 1101 and additional requirements by the announcement closing date. Basic Requirement: (1) A 4-year course of study leading to a bachelor's degree with a major in any field, or (2) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. AND Qualifications: Your resume must clearly show that you have one (1) year of experience applying Federal laws, regulations, policies, procedures and general business practices to buy and sell goods and services in support of the mission, and using innovative techniques to develop contractual arrangements (specialized experience) equivalent to at least GS-11. Experience can be under other Federal service pay systems, private sector, or military. Physical requirements: (1) Stand, stoop, kneel, bend and climb for prolonged periods. (2) Lift, push, pull, carry, and handle items weighing up to 40 pounds independently and occasionally over 40 pounds with assistance.
