Summary The purpose of the USDA Clerk position is to implement and ensure timely operation and record keeping of the United States Department of Agriculture (USDA) Child and Adult Care Food Program (CACFP) in the Child Development Centers (CDC), School Age Care (SAC) programs, and participating Child Development Homes (CDH) in a metro area. Learn more about this agency Duties Record Keeping and Reporting Prepares and maintains and submits reports, records and financial data pertaining to CACFP rates, meals, attendance and claim reimbursement for the metro area. Ensures records are accurate, up-to-date and readily available. Designs, implements and maintains specialized and general office filing and record keeping systems for metro area. Provides input to visiting auditors representing USDA Headquarters. Initiates responses for audit findings. Provides input for the USDA administrative budget and maintains record of approved budgetary expenditures. Reviews budgets monthly to ensure accuracy and requests modifications from USDA headquarters to ensure the reimbursement is the maximum amount. Training and Program Support Establishes contact with State, Federal, and local resource personnel to obtain current information and educational resources related to food, sanitation, and nutrition as related to CACFP. Liaisons with personnel at USDA headquarters for clarification and updates of policies and procedures. Disseminates information to CUPs in the metro area, including but not limited to CACFP; CACFP-related training; and family income regarding free, reduced, or paid meal status. Conducts training for CYP food service employees and CDH providers to ensure proper menus are being implemented according to ISDA guidelines. Provides guidance and expertise to CYP personnel as needed. Compliance Monitors each facility and participating CDH by performing unannounced visits to ensure that CACFP guidelines are being followed. Additional Responsibilities Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Performs other duties as assigned. Requirements Conditions of employment Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment. Must pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases. Must be 18 years of age or older. Must successfully obtain and maintain appropriate security clearance as needed. Ability to complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD's Child and Youth Programs. Starting May 7, 2025, non-affiliated individuals requesting access will need a REAL ID-compliant driver's license or another acceptable form of identification to access CNRMA Installations. (review required documents section for more information.) Qualifications 2 years of administrative experience. Knowledge of the USDA CACFP Program and other work programs, priorities, and policies of the office sufficient to deal with issues required to prepare documents required by the USDA program and maintain all required records. Working knowledge of nutrition, food handling, sanitation and child and youth development techniques and methodology to ensure compliance with standards. Knowledge and skill to coordinate work with other offices and individuals in need of information. Skill working with military families and an understanding of military lifestyles is preferred. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skill. Ability to maintain accurate reports and records an military style documents. Ability to speak to small groups and individuals to provide needed training and assistance to program participants. Education High School Diploma or equivalent **Must provide a copy of your H.S. Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test. All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05. Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
