Summary As a Financial Specialist for Western Federal Lands Highway Division (WFLHD), you will monitor, coordinate and maintain activities of a major segment of the financial system. This includes monitoring, tracking and reconciliation of funds; preparation of financial reports; protecting the integrity of the financial system and developing and implementing procedural changes to present operations. Learn more about this agency Duties As a Financial Specialist, you will: Develop and issue numerous recurring and special reports on financial issues related to the Federal Lands Highway Division (FLHD). Develop status information on obligations, effects of non-budgeted expenditures, and recommend appropriate action.  Act as a technical resource on FHWA procedures and guidance on Federal laws, regulations, Executive Orders, and directive related to finance considerations applicable to FLHD.  Participate from a financial perspective in a variety of financial, accounting, auditing and management information system improvement committees and teams related to FLHD organization. Collect, review, and analyze financial data from the official accounting system. Prepare various complex financial reports analysis, and other technical material. The ideal candidate is an experienced and highly motivated person looking to expand their knowledge and experience in governmental finance, budgets, and information control systems. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience organizing, analyzing, and interpreting numerical or financial data. To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience organizing, analyzing, and interpreting numerical or financial data; AND Experience of generally accepted accounting principles, financial and accounting theories, practices, methods, and techniques to accomplish a variety of financial assignments. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the Grade 12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience organizing, analyzing, and interpreting numerical or financial data; AND Experience of generally accepted accounting principles, financial and accounting theories, practices, methods, and techniques to accomplish a variety of financial assignments; AND Experience conducting reviews and/or audits of financial programs such as financial integrity reviews to ensure expenditure of funds in accordance with regulatory or legal requirements. You cannot qualify on education at the GS-12 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Financial Management – Prepare, justify, and/or administer the budget for program areas; plan, Administer, and monitor expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. Technical Credibility - Understand and appropriately apply principles, procedures, requirements, regulations, and policies related to specialized expertise. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately. Written Communication - Write in a clear, concise, organized, and convincing manner for the intended audience.
