Duties
As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-7/9/11/12 some of your typical work assignments may include:
Plans, organizes, and executes financial improvement and audit remediation activities.
Develops accounting, audit, and internal control procedures and practices impacting transportation working capital fund (TWCF) financial reporting, operating results, and auditability.
Develops and maintains supporting documentation for remediation activities and policy revisions.
Collaborates with key stakeholders to improve internal controls, policies, and procedures.

This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
Qualifications
This vacancy announcement covers 4 grades: GS-7, GS-9, GS-11, and GS-12. Read carefully the following Specialized Experience qualifications for each grade level to determine which grade to apply for.
You may qualify at the GS-07, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service:
Knowledge of United States Generally Accepted Accounting Principles (GAAP), Federal Accounting Standards Advisory Board (FASAB), American Institute of Public Accountants (AICPA), NIST, and DoD Financial Management Regulation (FMR) principles, concepts, practices and trends for accounting, auditing, and risk management.
Knowledge of financial system and control related public law and guidance such as the Federal Managers Financial Integrity Act (FMFIA), Federal Financial Management Improvement Act (FFMIA), Chief Financial Officer (CFO) Act, and Federal Information Security Modernization Act (FISMA).
Demonstrated ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.; OR
B. 1 full year of graduate level education or superior academic achievement.; OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-09, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
Knowledge of United States Generally Accepted Accounting Principles (GAAP), Federal Accounting Standards Advisory Board (FASAB), American Institute of Public Accountants (AICPA), NIST, and DoD Financial Management Regulation (FMR) principles, concepts, practices and trends for accounting, auditing, and risk management.
Knowledge of financial system and control related public law and guidance such as the Federal Managers Financial Integrity Act (FMFIA), Federal Financial Management Improvement Act (FFMIA), Chief Financial Officer (CFO) Act, and Federal Information Security Modernization Act (FISMA).
Demonstrated knowledge of missions, roles, functions, organizational structures, and operations of organizations that govern, interface, with and/or influence financial operations and reporting.
Demonstrated ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. ; OR
B. A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
Supporting financial statement audit and/or audit remediation through continuous improvement of processes, internal controls, accounting, reporting, and/or governance to improve the accuracy, accountability, transparency, and integrity of finance operations.
Experience with financial processes and systems sufficient to independently accomplish a variety of assignments related to audit remediation matters for the enterprise.
Demonstrated knowledge sufficient to analyze and evaluate techniques and methods to interpret broad and complex policies and procedures to solve a variety of financial and system problems.
Skilled knowledge of automated data systems, procedures, and controls applying to financial and operational programs.; OR
B. Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Supporting financial statement audit and/or audit remediation through evaluation of controls developed in support of remediation solutions.
Experience with financial accounting systems and enterprise resource management practices.
Experience with financial statement audit findings, corrective actions, and remediation reporting to include documenting test results in accordance with policy to ensure accurate and complete support for recommended solutions and actions taken.
Performing limited audit testing to assess financial and process controls related to remediation are functioning properly.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
GS-07, GS-9, and GS-11 ONLY: ARE YOU USING YOUR EDUCATION TO QUALIFY? You MUST provide transcripts or other documentation to support your educational claims.
GS-12 ONLY: Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing. This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame.
