Summary The U.S. Department of Energy (DOE) is seeking a distinguished and visionary executive to serve as the Director of the Office of Classification within the Office of Environment, Health, Safety and Security (EHSS). This senior leadership role is responsible for the government-wide and department-wide direction of policies, procedures, and guidance for identifying and protecting the nation's most sensitive nuclear and national security information. The primary duties in this pivotal role will include: Policy Development and Interpretation: The Director develops, interprets, and directs government-wide and department-wide policies and procedures for the classification and control of the nation's most sensitive information. This includes Restricted Data (RD), Formerly Restricted Data (FRD), Transclassified Foreign Nuclear Information (TFNI), and Unclassified Controlled Nuclear Information (UCNI). Program Management and Leadership: The incumbent provides corporate leadership and directs all operations of the Office of Classification, which includes the Office of Quality Management, the Office of Technical Guidance, and the Office of Document Reviews. This involves setting long-range goals, managing staff, and ensuring compliance with national and DOE policies. Classification and Declassification Authority: The Director holds ultimate authority for classifying, declassifying, downgrading, or upgrading National Security Information (NSI) under DOE's cognizance. They recommend all actions involving the declassification of RD, FRD, and TFNI and serve as the Denying Official for information requested under statute or Executive Order. International and Interagency Liaison: The Director serves as the primary DOE contact on all matters concerning the classification and declassification of information. They also coordinate with other U.S. government agencies on complex classification issues. Oversight and Training: The incumbent is responsible for training and appointing key classification personnel across the Department. They also evaluate Headquarters and field element programs to ensure they comply with classification policies. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated executive-level experience leading the development, interpretation, and implementation of government-wide or agency-wide classification policy architecture for sensitive national security information, including atomic energy data. This includes end-to-end responsibility for the full policy lifecycle, from statutory analysis and interagency coordination to drafting binding directives, and resolving complex, precedent-setting classification decisions that have department-wide and interagency impact. TQ 2: Demonstrated executive-level experience directing comprehensive, enterprise-scale classification program operations and oversight for national security missions across diverse geographical and organizational platforms, including strategically integrating classification functions with critical disciplines like safeguards, intelligence, and legal, while exercising risk-informed decision-making in program evaluations, interagency adjudication, and defending final determinations to senior leadership and external stakeholders. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Education No education requirements for this position. Additional information Veterans Preference: Veterans' preference is not applicable to the SES.
