Job Description
Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Ice Harbor Project is a multi-purpose hydropower project, with missions including operation and maintenance of the facility for flood control, hydro power generation with six main generating units, navigation locks, fish facility, recreation, and natural resource management.
Duties
Provides OJT to new/trainee guards.
Duties include protecting against trespass, sabotage, theft, fire and espionage.
Denies access to unauthorized persons/vehicles. Conducts personnel and vehicle searches.
Investigates all suspicious activities and takes corrective action if necessary.
Serves as a Lead Security Guard, responsible for assuring that 1-4 personnel assigned to the shift carry out work assignments in accordance with instructions.
Instructs shift employees in specific duties and job techniques and makes available written instructions, reference materials, etc.
Maintains current knowledge of operations and answers questions of other employees on procedures, policies, directives, etc.
Oversees and ensures all functions of security control, access control, and visitor control systems of the facility are maintained in a high state of readiness at all times.
Inspects vehicles for the purpose of identifying/locating contraband, explosives, concealed drugs, and other illegal items.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Pre-employment and random drug testing required IAW EP 600-1-3.
Position requires employee to wear uniform and/or protective clothing.
Pre-employment physical is required.
Valid state driver’s license required.
Position also requires qualification to perform first aid and CPR.
Must be able to maintain qualification for the Individual Reliability Program.
Must pass a physical agility test every 12 months, IAW AR 190-56, which will include an evaluation of upper body strength, abdominal strength, and cardio-respiratory endurance.
May be required to successfully complete government provided training at the US Army Military Police School, which would necessitate residing in a barracks/training environment.
Any and all incumbents of this position must, in accordance with Chapter 3, Section VI, paragraph 3-20b(6) of AR 600-85, and Appendix C, AR 600-85, agree to submit to urinalysis on a recurring basis.
Position may require skill in the use of authorized firearms (qualification and recertification in accordance with Army Standard Qualifications requirements). Incumbent may be required to complete semi-annual qualification on assigned weapon.
This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
Heavy lifting of up to 75lbs may be required.

Specialized Experience: One year of specialized experience which includes the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. My experience provided me with knowledge of protective systems and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

One year trial/probationary period may be required.
Direct Deposit of Pay is required.
