COMPLIANCE PROGRAM MANAGER

WHAT IS THE OPPORTUNITY?

Ensures RLD operates in conformance with all applicable laws and regulations while maintaining operating efficiencies and quality of service. Responsible for monitoring division policies, procedures and workflows to verify compliance 1) with laws, regulations, and regulatory policies generally applicable to U.S. banking institutions (as interpreted by CNB Corporate Compliance and Legal Services) and 2) with City National Bank policies and procedures affecting mortgage lending. Maintains ongoing communications with all RLD team members (sales, underwriting, operations) to identify compliance risks and implement appropriate mitigation steps. Provides assistance to internal and external auditors/examiners. May develop and conduct ongoing relevant lending compliance training for division colleagues. May act as a liaison between RLD and Corporate Compliance. Serves as subject matter expert for all mortgage lending compliance matters for RLD.

WHAT WILL YOU DO?

  • Manages and administers regulatory compliance program for RLD per bank policy developed by Corporate Compliance and Legal. Implements updates to the compliance program to address regulatory requirement changes.
  • Researches compliance issues/questions and provides interpretation or clarification to team members.
  • Coordinates preparation for day-to-day management and follow-up for internal audits, compliance testing and regulatory examinations.
  • Develops and presents training sessions to ensure compliance with regulations. Manages on-going bank required compliance training including CBT’s; monitors and tracks team member registration and course completion. Maintains records of compliance and other training (internal and external) completed by RLD team members and makes records available to auditors/examiners, if requested.
  • Monitors and has in-depth knowledge of pending or proposed changes to rules, regulations or laws affecting residential mortgage lending.

WHAT DO YOU NEED TO SUCCEED

Must-Have*

  • Minimum 5 years of experience at a bank or mortgage lender in a residential mortgage loan origination environment (application to funding) with responsibility for regulatory compliance or audit reviews
  • Minimum 5 years of experience with mortgage related Federal banking regulations (including Regulations B, C, and Z, RESPA, CRA, Fair Housing, FACTA, FDPA, FIRA and UDAAP).
  • Minimum 3 years of experience responding to audits and exams conducted by banking regulators (CFPB, OCC, FDIC, etc.)


Skills and Knowledge

  • Bachelor’s degree preferred.
  • Thorough knowledge of compliance laws and regulations as they apply to a federal financial institution including rules pertaining to mortgage related consumer protection laws and fair lending.
  • Strong understanding of end-to-end residential mortgage process from origination to servicing.
  • Must possess excellent verbal and written communications skills sufficient to interact with all levels of bank personnel, bank regulators, clients, vendors, etc.
  • Experienced in writing lending policies and developing and documenting operating procedures.
  • Skilled in the use of the Microsoft Office Suite (Outlook, Word, Excel, Power Point).
Compensation
Starting base salary: $87,027 - $138,965 per year. Exact compensation may vary based on skills, experience, and location. This job is eligible for bonus and/or commissions.
