Director, Contracts and Business Operations

Clearance: U.S. Citizenship is required; must be able to obtain a government clearance if required. 

 

The Director, Contracts and Business Operations is responsible for leading the contracts and business operations functions of the company. The role also supports business development and sales functions related to contractual commitments and pricing activities including cost and price strategy 

 

What You'll Be Doing:  The Director of the BOT (Business Operations Team) will be responsible for all government contracts and subcontracts including review and execution of new contracts, contract modifications, and purchase orders. This includes overseeing multiple award contracts including GSA MAS. This position is integral to the support business development through review of contractual commitments during the sales process, the analysis of the solicitation particularly for contractual and pricing matters, is responsible for developing a compliance and competitive price and associated price volume, and participates in related capture strategy and proposal activities and strategy around price-to-win, color team reviews, and engagement with Contracts personnel. The BOT Director provides leadership to BOT team members performing in roles related to Business Operations, Contracts, and Pricing. Additional areas of responsibility listed below: 

  • Identify, direct and manage contract activities and actions to ensure compliance with contractual requirements and mitigate potential liabilities and risks. This includes various required audits, reporting requirements and relevant regulatory compliance. Oversee the monitoring of contract deliverables in conjunction with project managers to meet all contract requirements on time. 
  • Establish and maintain sound business relations with internal and outside entities involved in contract negotiations through effective cost, terms, conditions and price discussions. This includes good working relationships with Government and client contracts counterparts. 
  • Oversee the administration and monitoring of project subcontracts including follow up with subcontractors for compliance to ensure contracts, funding mods and funding are up to date.
  • Lead maintenance of Dev’s corporate records in Government systems including SAM.gov.
  • Lead corporate insurance requirements in compliance of contract requirements.
  • Support Dev Technology's corporate registration in each state where business is operated to maintain good standing coordinating with accounting/ payroll and the President and CFO.
  • As the process owner, lead execution and ensure compliance with Dev’s Integrated Management System and other Government compliance requirements for contracts, pricing, and procurement (e.g. cost estimating system, purchasing system, DCAA compliance).
  • Lead and manage an effective pricing function including development of pricing narratives on proposals. Pricing function on ensuring a consistent and quality approach to establishing cost and price including facilitating basis of estimate development and leading pricing requests and negotiations with teaming partners.
  • Oversee and manage teaming agreements in partnership with business development. Establish consistent filing and maintenance of NDAs and Teaming Agreements.
  • Maintains sound business relations with internal and outside entities involved in contract negotiations through effective cost, terms, conditions and price discussions.
  • Working with the Accounting department and Operational divisions, establish and maintain procedures and tools for effective an effective business operations and financial management function related to delivery of contracts and projects. This effort includes leading a team who works with project managers to understand their current financials, develop and manage to budgets/ plans and to forecasts/ outlooks. Collaborates with operational leadership to identify, understand, and address financial risk and performance as well as operational risk as it relates to the contract.
  • Working with the Business Development department, develop processes and tools to forecast new sales revenue estimates based on the sales pipeline.  

Required Education, Experience, and Skills:  

  • Bachelors degree in a business related field and minimum 10 years contracts and business operations experience of which min. 5 years with Government Contracts
  • Requires attention to detail, high degree of judgement and professionalism, logical thinking; excellent organizational, analytical and interpersonal skills 
  • Must possess excellent knowledge of financial and accounting principles in relationship to pricing and overseeing financial management of projects
  • Expert level command of MS Excel required
  • Proficiency with MS Word and PowerPoint required
  • Unanet GovCon experience strongly preferred; related or similar system experience acceptable
