Director, Contracts & Subcontracts
Job Description
This position will have overall management responsibility for all contracts/procurements and contract/procurement personnel within the organization. This position requires professional judgment, use and/or application of advance principles, theories, and concepts of all aspects of Government contract and subcontract administration throughout the contracting life-cycle, from pre-proposal activities through contract closure. Position requires knowledge of business agreements, government contracting methods, including policies, procedures, and regulations, to provide appropriate leadership and support during proposal, research, negotiation, and day-to-day contracting activities. Active participation in key, high level strategy discussions with the ability to influence decisions and significantly impact the organization. Works closely with customers to ensure requirements of assigned contracts are met and company interests are protected through compliance and risk mitigation. Works closely with program managers, business development personnel, proposal managers, pricing team, and Executive leadership, as necessary.
Responsibilities:
- Support dynamic and complex contracts by performing all phases of contract administration strategically from cradle to grave across the breadth of contract types for assigned programs. This includes contracts directly with the Government as well as with Prime Contractor customers/teammates.
- Negotiate and execute individual contracts, modifications and other agreements, including highly complex contractual arrangements of strategic importance.
- Responsible for implementation and execution of the Company’s procurement system, policies and procedures, including the negotiation and administration of subcontracts, purchase orders and teaming agreements where T-Rex is in the buyer role.
- Develops significant working and influential relationships with key Government clients at senior levels
- Provides problem resolution and counsel to executive level management on strategic and complex contractual issues
- Analyzes and communicates new acquisition reform laws, regulations and contract/market trends
- Develops and negotiates complex proposal related partner agreements
- Provides counsel to other contract professionals in the organization on negotiation and risk identification and management
- Support compliance with corporate risk directives including review and risk assessment of proposals and contracts, and audit support
- Provide solutions that minimize disputes and the potential for litigation while protecting the company’s reputation and interests.
- Work in partnership with the Organization in achieving financial objectives, maximizing on-contract growth and facilitating follow-on business.
- Identify cost saving initiatives and implement process improvements to help streamline the interface with operations.
- Oversee and manage Company’s activity associated with achievement of a successful Contractor Purchasing System Review (CPSR)
- Support DCAA related activities to include rate submissions, negotiation and approval and support the integration of contracts and procurement
Requirements:
- BA, BS Degree preferably in Business Administration
- 10 years of progressive relevant work experience in Federal acquisitions, with a significant portion of that in management
- 5+ years of experience providing contract leadership to multi-million dollar contracts (preferably 100+ million)
- Expertise and knowledge of subcontract/procurement principles, methodologies and tools
- Knowledge of GSA Schedule contracting
- Demonstrated ability in understanding and dealing with business and risk situations that lead to a positive outcome
- Deep knowledge of Federal acquisition concepts and applicable agency acquisition law and regulations.
- Ability to multi-task and prioritize in a fast paced environment, leveraging resources appropriately.
- Excellent written communication skills - can organize complex materials and concepts in a manner that is clear and logical; Succinct presentation skills
- Excellent verbal communication - clear, concise, persuasive
- Demonstrated staff management experience, to include mentoring and annual performance evaluations
- Ability to work independently under minimal guidance
- Excellent working knowledge of Microsoft Office suite, including Excel, Outlook and Word
