With nearly 500,000 yellow buses on the road every day and 3.5 billion miles driven a year, student transportation is the largest mass transit system in the US. And while districts spend $25 billion annually on transportation, only 30% of kids get to school everyday on a school bus. Add to the equation a crippling bus driver shortage and increasing needs for individualized transportation solutions, and it is clear the current system is expensive, inefficient and ripe for disruption.

What you’ll do:

As Director of Regulatory Affairs, you will be an expert at navigating regulations applying to HopSkipDrive (including both transportation network company and Department of Education regulations).  Under the supervision of the VP of Legal and Policy, you will be responsible for leading strategy in agency rule-making proceedings, drafting rule-making filings (in collaboration with external counsel, where needed), counseling teams on compliance requirements in existing and new markets, supporting in developing business strategy based on compliance requirements, assisting team members with compliance-related questions and issues, and improving HopSkipDrive’s regulatory compliance systems.   As a Director-level position, it’s expected that you are able to really own and master “regulatory affairs” and, in collaboration with the VP of Legal and Policy, guide the company on the best regulatory affairs strategies designed to achieve business goals.  You will be expected to project manage regulatory affairs and compliance functions, and work cross-collaboratively with other teams.  Accessing background check systems and compliance with relevant background check laws and regulations will also play a prominent role in this position.

What you bring:

  • You see regulatory affairs as an opportunity to support the needs of the company
  • 7+ years in regulatory affairs, compliance, or relevant legal field, with at least some of that experience in public utilities or education
  • JD required
  • Proven ability to research and evaluate statute and regulations with diligence and an attention to detail
  • Experience with background check compliance is preferred
  • Proven ability to project manage cross-functional projects
  • Strong writing and verbal communication skills with keen attention to detail, including a proven ability to distill complex topics into easy-to-understand guidance for non-legal teams
  • Ability to evaluate complex regulations to identify compliance requirements, business opportunities, and areas where additional legal advice may be required
  • Track and facilitate comments on relevant agency rule-making, including California Public Utilities Commission rule-making
  • Proven ability to facilitate implementation of compliance requirements, setting up systems and processes to ensure compliance 
  • Become the expert of applicable regulations in specific HopSkipDrive markets, including transportation network company, Department of Education regulations, and background check requirements, and support across HopSkipDrive teams on questions and issues related to regulatory requirements
  • Experience managing one or more direct reports
  • Keep finger on the pulse of regulatory changes and opportunities that could impact HopSkipDrive operations
  • Play a key role in HopSkipDrive expansion plans by researching permit requirements in new markets, identifying regulatory complexities, and assisting in developing and executing on plans to successfully ensure compliance 
  • Assist with coordinating and drafting transportation network company permit applications and renewal applications, and manage permit applications through to the end to ensure expedient acquisition of permit approval in line with company goals
  • Assist driver operations and market expansion teams in determining the best solutions for fingerprinting and background checks in new markets

HopSkipDrive is committed to fair and equitable compensation practices. The salary range for this role in is $125,000 to $135,000. This position is remote and, as such, compensation will ultimately be in line with the location in which the position is filled. Final compensation for this role will be determined by several factors such as a candidate’s relevant work experience, skill set, certifications, and specific work location. The total compensation package for this role also includes equity stock options.
