This role is a critical program leadership position focused on driving the execution of large-scale fiber network deployment initiatives across complex, multi-phase build environments.
You will be responsible for translating high-level fiber build strategies into structured, executable plans that guide engineering, permitting, construction, and operations teams.
The position requires deep coordination across multiple stakeholders to ensure thousands of active projects move efficiently through each stage of the build lifecycle.
You will bring clarity, structure, and accountability to highly distributed teams, reinforcing consistent operating rhythms and execution discipline.
A key part of the role involves tracking milestones, identifying bottlenecks, and ensuring readiness across design-to-construction workflows.
You will also support forecasting, planning, and program optimization to help meet aggressive network expansion goals.
This is a high-impact execution role where operational leadership directly enables large-scale fiber infrastructure growth.
Accountabilities:
The Program Manager, FDC - Build Execution is responsible for driving end-to-end execution of fiber build programs, ensuring alignment, structure, and timely delivery across engineering, permitting, and construction functions.
- Translate fiber build strategy into actionable weekly plans, priorities, and measurable deliverables.
- Maintain structured reporting and ensure consistent communication of progress, risks, and dependencies across teams.
- Track and manage milestones across large volumes of active fiber deployment projects.
- Identify and resolve bottlenecks related to engineering, permitting, and construction readiness.
- Support sequencing and prioritization of work to maximize throughput and resource efficiency.
- Validate planning inputs such as design readiness, force-to-load assumptions, and construction readiness indicators.
- Build and maintain readiness checklists to support smooth phase transitions across the build lifecycle.
- Analyze forecast vs. execution gaps and recommend actions to meet deployment targets.
- Ensure cross-functional alignment between engineering, design, permitting, construction, and operations teams.
- Support standardization efforts for build processes, workflows, and documentation systems.
- Maintain accurate program tracking and operational data within tools such as SiteTracker and related platforms.
- 5–7+ years of experience in telecom, fiber deployment, engineering, permitting, or construction program management.
- Strong understanding of the full fiber network build lifecycle from design to turn-up.
- Experience managing large operational backlogs and high-volume project workflows.
- Knowledge of permitting processes and utility coordination.
- Strong analytical skills with the ability to connect operational data to broader program outcomes.
- Proven ability to drive accountability across cross-functional and distributed teams.
- Excellent communication skills with the ability to simplify complex technical concepts.
- Strong organizational skills with the ability to manage competing priorities and deadlines.
- Proficiency with Microsoft Office and program management tools such as Smartsheet.
- Experience with platforms such as SiteTracker or GIS tools is a plus.
- Bachelor’s degree in Engineering, Telecommunications, Business, or related field preferred.
- Competitive annual salary range of $105,000–$155,000
