This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Manager Strategic Sourcing based in United States.

This role is a senior leadership position at the intersection of strategic procurement, supplier management, and high-technology program execution within a highly complex and mission-critical environment. You will lead sourcing strategies for advanced technology categories, with a strong focus on Cloud, SaaS, and IT supplier ecosystems. The position plays a key role in shaping long-term supplier relationships, optimizing cost structures, and ensuring supply chain resilience across multiple business areas. You will also guide and develop a team of sourcing professionals while partnering closely with program management, finance, engineering, and operations stakeholders. The environment is fast-paced, highly regulated, and innovation-driven, requiring strong analytical thinking and disciplined execution. This role is ideal for a sourcing leader who thrives in complex technical procurement environments and enjoys driving both strategy and hands-on negotiation. You will also contribute to process innovation and digital transformation within sourcing operations.

Accountabilities:

  • Lead, mentor, and develop a team of sourcing and contract professionals, ensuring strong performance, capability growth, and accountability across strategic sourcing initiatives.
  • Develop and execute strategic sourcing strategies for complex, high-value Cloud, SaaS, and IT supplier agreements.
  • Lead supplier negotiations to optimize cost, mitigate risk, and improve supplier performance and delivery outcomes.
  • Identify, evaluate, and manage supplier relationships, including market analysis and competitive sourcing events.
  • Ensure compliance with FAR/DFARS and internal procurement policies, maintaining strong governance and ethical sourcing practices.
  • Partner with cross-functional stakeholders including supply chain, program management, engineering, finance, and operations to align sourcing strategies with business objectives.
  • Support proposal development and program execution with sourcing expertise, risk assessments, and supplier strategy input.
  • Drive process improvement and sourcing innovation, leveraging digital tools and AI-enabled capabilities to enhance efficiency and decision-making.
  • Develop standardized sourcing frameworks, templates, and best practices to improve consistency and scalability across the team.
  • Report sourcing performance, risks, and opportunities to senior leadership with clear, data-driven insights.
  • Requirements:

    • Bachelor’s degree in Supply Chain Management, Business, Finance, or related field (Master’s degree preferred).
    • 10+ years of experience in procurement, strategic sourcing, or supply chain management.
    • 3+ years of proven people leadership experience managing sourcing or procurement teams.
    • Strong experience negotiating complex supplier agreements, particularly in Cloud, SaaS, or IT services.
    • Solid understanding of FAR/DFARS and federal acquisition regulations; defense or aerospace industry experience strongly preferred.
    • Strong strategic thinking and analytical skills with the ability to manage complex sourcing portfolios.
    • Excellent organizational and program management capabilities, with the ability to manage multiple priorities simultaneously.
    • Strong communication and stakeholder management skills, including experience engaging senior leadership.
    • Familiarity with ITAR/EAR compliance requirements is a plus.
    • Experience with AI or digital tools in procurement is preferred.
    • Professional certifications such as CPSM, CSCP, or PMP are an advantage.
