Dev Technology is GROWING and we have an exciting opportunity for a Senior Proposal Manager to join our fast-paced, dynamic team. As a member of the business development team, the Senior Proposal Manager will lead a team of direct and indirect reports and manage the corporate wide proposal processes, systems/tools and activities related to proposal execution including knowledge management repositories. The Senior Proposal Manager will manage, lead, and support the proposal development process through interaction with the assigned Capture Manager, proposal development staff, solution architects, writers and consultants, and team members. This is a remote (in the D.C. metro area) position with a requirement to be onsite at our Reston HQ for meetings and other events as requested.  Â
Required Education, Experience, and Skills:Â
- Minimum 5 years’ experience in the federal procurement proposal environment is required, with responsibilities for supervising proposal staff and managing/preparing proposalsÂ
- Shipley or equivalent training or on-the-job trainingÂ
- Demonstrated experience in implementing and executing proposal development processesÂ
- Demonstrated understanding of all aspects of the Federal Government acquisition process and ability to successfully interpret and respond to competitive RFPsÂ
- Understanding of the acquisition life cycle phases of Federal Government contracts and programs; familiarity with the Government task order and RFP development process, Federal Acquisition Regulation (FAR) requirements, and how proposals are evaluatedÂ
- Proven ability to analyze RFP requirements, and synthesize information to support development of win themes and value propositionsÂ
- Excellent interpersonal skills demonstrated by ability to lead proposal teamsÂ
- Excellent oral/written communication skillsÂ
- Must be highly computer literate and proficient in using Microsoft Office applications (SharePoint, Word, Excel, PowerPoint) to produce reports, presentations, correspondence, and a variety of other materials

What You'll Be Doing:
- This position reports to the VP of Business Development & Growth, collaborates with leaders across the organization, provides exceptional people care to an already established high performing proposal team, and is a hands-on proposal manager.
- Supervise and mentor proposal staff; assign proposal manager and writer support to Captures, the Senior Proposal Manager position is designed to lead strategy and also be hands on driving the day-to-day operations for proposal activity across the company.
- When acting in a proposal manager role - develop compliance matrices, proposal schedule/calendar, and proposal volume templates; manage development of proposal content and schedule; ensure adequate planning for all proposal activities; and provide support for desktop publishing, editing, formatting for volumes as needed or required.
- Assist Capture in defining proposal themes and strategies; generate writing assignments; and support post-proposal activities including significant input to After Action Reviews.
- Periodically assess, recommend changes to, and fully document corporate proposal and capture processes based on corporate growth strategy and market focusÂ
- Lead the refinement and enhancement of corporate proposal training.
- Coordinate, track and manage proposal consultant support
- Responsible for overseeing and supporting compliance with proposal knowledge management processes; develop and maintain a centralized proposal library (solicitations, responses, debriefings) or other reusable knowledge database(s)
- Support development and refinement of templates, and standardized processes to streamline proposal development
- Ability to work outside of normal business hours during active proposal phase if needed
- Perform other duties as assigned
