Summary The Supervisory Human Resources Specialist position is in the Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Human Resources Office (HRO), Court Human Resources Division. HRO provides human resource program leadership, services, and solutions to enable the U.S. courts and the AO to define, recruit, manage, compensate, reward, develop, and retain a highly skilled workforce. Duties The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Human Resources Office (HRO), Court Human Resources Division is seeking a self-motivated Supervisory Human Resources Specialist to serve as the Recruitment Services Branch Chief. The Supervisory Human Resources Specialist leads the Judiciary's Human Resources Office (HRO) Recruitment Services Branch. The incumbent will bring expert knowledge of federal recruitment strategies, talent acquisition, and employment suitability. The incumbent is responsible for the strategic development and oversight of hiring and suitability programs; manages the government and contractor staff; direct vendor contracts and interagency agreements; and delivers executive-level presentations, policy guidance, and project management. The incumbent also oversees the development and maintenance of Judiciary's recruitment and suitability content for USCourts.gov, the Judiciary's intranet site (JNet), the Online System for Clerkship Application and Review (OSCAR), the Human Resources Management Information System (HRMIS), and LinkedIn. This position reports to the Court Human Resources Division Chief in the HRO. The duties of this position include, but are not limited to: Overseeing development, maintenance, and expansion of talent acquisition strategies across the federal Judiciary. Managing key recruitment tools and platforms, including OSCAR, LinkedIn, USAJOBS, HRMIS Talent Acquisition Manager, and related systems. Strengthening unified branding and national recruitment initiatives to attract high quality candidates. Driving strategies and services that broaden the Judiciary's ability to reach highly qualified applicant pools. Leading efforts to improve the consistency and efficacy of job posting, application, screening, and onboarding processes. Directing all aspects of OSCAR, including help desk operations, business analysis, maintenance and testing, system security, training, and user communications. Leading the development, implementation, and management of the Judiciary's Employment Suitability Program in alignment with Judicial Conference policy, including background investigations, reinvestigations, pre-employment medical exams, and drug testing. Advising HRO leadership on program efficiency and effectiveness, making data driven recommendations for improvement. Conducting research, analyzing data, monitoring trends, and developing recommendations that reflect external requirements from the Defense Counterintelligence and Security Agency (DCSA), the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI), and other partners. Serving as primary liaison with government and private entities supporting the Employment Suitability Program and advocating for the Judiciary's operational needs. Establishing short- and long-term program goals and leading business process improvement initiatives, including automation, workflow mapping, metrics, and standard operating procedure development. Conducting monthly audits of Judiciary security actions to ensure timely onboarding. Developing business requirements and managing system enhancements to meet evolving operational needs. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) (preferably 3 years) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Leading a multi-disciplinary branch focused on HR policy, process, and strategy. Guiding human capital initiatives and assessing and developing resource, automation, and business requirements to improve program performance. Experience supervising and directing a team with varied skills and experience levels, including providing clear guidance, effective task delegation, and support that enables each team member to contribute their strengths.
