The primary purpose of this position is to exercises second level supervisory and managerial authorities over the Force Development Flight activities assigned to the Force Support Squadron. Oversees the Education and Training programs for military/civilians assigned to the installation. Learn more about this agency Duties Serves as the Force Development Flight Chief overseeing military and civilian force development, to include education and training, comprehensive testing, libraries and information services, and professional military education. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Responsible for preparation, management, execution and fiscal oversight of the flight's appropriated and non-appropriated fund (APF/NAF) budgets. Represents the Force Support Squadron with a variety of installation and functional area organizations. Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . SPECIALIZED EXPERIENCE: Includes managing military and civilian education or training programs in accordance with applicable policies and regulatory requirements; applying analytical and evaluative techniques to assess program effectiveness; and utilizing financial and resource management principles to administer program budgets. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. IDEAL CANDIDATE: A visionary and results-driven Force Development Flight Chief to serve as the principal advisor to installation leadership on all education and training matters. The ideal candidate will be an executive level manager who expertly oversees a diverse portfolio that includes military and civilian force development, comprehensive testing, library and information services, and Professional Military Education (PME). - 2 years of higher education administration or adult learning program management experience desired - 2 years of formal testing center and library operations management experience desired - 2 years of academic partnership development and community relations experience desired KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of objectives, policies, procedures, or pertinent regulatory requirements affecting military and civilian education/training programs. 2. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. 3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Skill in effectively organizing and utilizing available community resources within the program framework to augment the program to meet installation objectives. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
