Job Description
Summary
You will serve as a GG-07 or GG-09 entry/developmental level engineer, physicist, chemist, or mathematician within the FARRAGUT TECHNICAL ANALYSIS CENTER in Suitland, MD, where you will participate in conducting all-source, scientific, and technical intelligence (S&TI) analysis on naval platforms and/or systems.
Duties
You will apply basic analytical techniques against tasks and assignments in conjunction with senior analysts.
You will learn and/or use scientific and all-source analysis methodologies and processes for application to basic scientific and technical intelligence problems related to naval platform/systems capabilities and performance.
You will apply engineering and mathematical skills to contribute to engineering assessments of the assigned platform/systems, their associated components, and technologies.
You will learn and/or use intelligence collection methods and systems, their capabilities and limitations, and appropriate tasking methods.
You will provide input to verbal and written products and assist in preparation of intelligence assessments and other products as directed.

You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Males born after 12-31-59 must be registered for Selective Service.
This position requires a periodic polygraph examination.
This position may require a 2-year DCIPS trial period.
Some travel may be required (within/outside U.S.).
Qualifications
In addition to the Basic Requirements for this position, qualified applicants must demonstrate the following:
For the GG-07 Grade Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing duties such as:
1) Learn signals analysis on electronic intelligence (ELINT) digital electromagnetic emissions from foreign naval radar systems.
2) Learn scientific concepts using specialized digital data analysis tools for application to radar signal waveforms.
3) Learn intelligence collection methods and systems, their capabilities and limitations, and tasking methods.
4) Provide input to verbal and written products and assist in the preparation of intelligence assessment and other products as directed.
5) Learn about analytic areas and functions of interest within the organization.
OR
Have successfully completed a bachelor's degree.
OR
Have successfully completed one full year of graduate level education.
OR
Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equals one hundred percent.
For the GG-9 Grade Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the GG/GS-07 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing duties such as:

Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.

Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus The percentage of the required experience equal one hundred percent.

GG-0801-07/09 Basic Requirements:
A. Degree -- Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test --Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

GG-1310-07/09 Basic Requirements:
A. Degree: physics; or related degree that included at least 24 semester hours in physics.
OR
B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.
In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
GG-1320-07/09 Basic Requirements:
A. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
GG-1520-07/09 Basic Requirements:
A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.
OR
B. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
Salary per grade:
GG-07: $81,901 to $111,935
GG-09: $94,909 to $129,717
