Duties
The United States Space Force (USSF) at Peterson SFB, Colorado Springs, CO is searching for a Chief of Maintenance for Mission Delta 3 (NH-1670-03, GS-12/13 Equivalent).
Description:
The employee serves as a senior subject matter expert and Team Leader. The incumbent independently plans and carries out assignments, conceives and defines solutions to highly complex problems, and is responsible for the analysis and interpretation of project findings. Completed work and reports are reviewed primarily for feasibility, compatibility with organizational goals, and overall effectiveness. The incumbent guides the technical and programmatic work of team members in comparable junior grades. Serves as the lead for the complete sustainment of all assigned weapon systems and equipment. Functionally directs and controls the overall maintenance effort by directly supervising the Maintenance Operations Center (MOC). Coordinates with higher headquarters to resolve all equipment deficiencies and manages the formal submission process for depot-level requirements (EDLM, UDLM, PDM). Determines the content of and publishes the official maintenance plan, ensuring system downtime is coordinated with operational needs. Establishes, manages, and ensures compliance for key maintenance programs. Appoints and oversees managers for the Corrosion Prevention and Control Program and the Radiation Protection Program. Manages the Test, Measurement, and Diagnostic Equipment (TMDE) calibration program and the Precious Metals Recovery Program to ensure full compliance with regulatory requirements.
Manages the Delta's total maintenance training program, ensuring all personnel are trained, qualified, and certified via Master Training Plans and a new-personnel orientation program. Oversees the unit's technical data program, ensuring availability of eTools for Technical Order (T.O.) viewing, approving and publishing locally-validated work cards, and ensuring all Time Compliance Technical Orders (TCTOs) are accomplished. Analysis, Reporting & Financial Management-Analyzes maintenance data to provide monthly readiness updates briefings to leadership. Submits official monthly metrics and Maintenance Indicator Reports in the format prescribed by higher headquarters. Provides budgetary input for weapon system sustainment and reviews contractor statements of work to ensure they align with all maintenance policies and technical requirements. Serves as the central point of contact for the management and oversight of all Delta facilities (CONUS and OCONUS). Consolidates facility statuses, tracks major construction projects, and serves as the primary liaison between Delta leadership, unit facility managers, and Civil Engineering (CE). Serves as the facility manager for the Delta Headquarters building. As Team Leader, distributes and balances the workload for a team of maintenance and equipment specialists. Provides technical guidance, mentorship, and on-the-job training. Monitors project milestones and makes day-to-day adjustments to meet deadlines. Provides substantive input to the supervisor on team member performance, training needs, and contributions.
Key Skills and Abilities:
1. Candidate should be familiar with SPOCI21-108, 18 OCTOBER 2023.
2. Skills in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the mission, writing clear and concise maintenance products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
3. Ability to plan, organize, and direct the functions and staff of an organization.
4. Apply advanced technical knowledge to solve complex problems that may not be detailed in manuals.
5. Familiarity of advanced diagnostic tools and test equipment like oscilloscopes, spectrum analyzers, and signal generators.
6. Demonstrate a comprehensive understanding of SATCOM/RF fundamentals and antenna theory of operation.
7. Familiarity with the installation, maintenance, troubleshooting, and repair of Aerospace Ground Equipment and/or a variety of telecommunications systems, including RF and satellite communications equipment.
8. Familiarity with scheduled, unscheduled, and preventive maintenance on SATCOM Earth Terminal Systems and/or Aerospace Ground Equipment.
9. Ability to read, interpret, and apply technical orders (T.O.s), schematics, wiring diagrams, and manufacturer's specifications.
10. Ability to perform detailed inspections to determine the nature and extent of repairs required.
11. Skill in documenting maintenance actions, parts usage, and inspection results in maintenance information systems (e.g., IMDS) and on AFTO forms.
12. Skills in managing facility projects from conception to completion, including minor repairs, renovations, and major constructions (MILCON).
13. Experience coordinating with Civil Engineering (CE), contractors, and other stakeholders.

Must be a U.S Citizen.
Must be able to obtain and maintain a Top-Secret security clearance.
Safeguards classified or sensitive budget-related information and/or files.
May be required to work overtime on an unscheduled or emergency basis.
Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
This position will close after 5 business days or 75 applications, whichever comes first.
Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
PCS / relocation funding is not authorized.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
Subject to Temporary Duty Assignment (TDY): 15 days a year.
