Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services, State Demonstrations Group.
The Supervisory Health Insurance Specialist, GS-0107-14, supervises staff and directs the development, management, and review of Medicaid and CHIP Section 1115(a) demonstrations focused on innovation in service delivery and financing.

Duties
Performs the full range of supervisory duties. Plans work to be accomplished by subordinates, setting and adjusting short- and long- term priorities, and preparing schedules for work completion.
Directs and manages the development, submission, and review of Medicaid and CHIP section 1115(a) demonstrations related to innovation in service delivery and financing.
Directs the planning, execution, and management of projects pertaining to Medicaid section 1115(a) issues and oversees projects and provides staff-level leadership to project teams.
Serves as technical authority for analysts and project officers on section 1115(a) demonstrations, provider reimbursement methodologies, and provider or state incentive programs.
Directs the preparation of a variety of technical and non-technical written products, including briefing documents, talking points, special terms and conditions, reports, and issue papers.

Qualifications
ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
Designing and overseeing Medicaid and CHIP Section 1115(a) demonstrations, evaluating complex state proposals and providing strategic policy direction to resolve policy and operational issues and ensure alignment across multiple stakeholders;
Leading cross-functional teams to develop policy products for Medicaid and CHIP Section 1115(a) demonstrations, including policy briefs, ensuring regulatory compliance and alignment with federal priorities; And
Evaluating Medicaid and CHIP Section 1115(a) demonstrations, leveraging expertise in Medicaid policy, budget neutrality, financing, and cost sharing to determine fiscal impacts and support oversight and decision-making.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
